- Possesses a working knowledge of the Software Development Life
Cycle (SDLC)
- At least three years experience in Business Analysis,
particularly within the implementation of a custom (or configured
off-the-shelf) Software Application
- Has successfully provided Business Analysis for at least three
major IT migration projects.

Excellent technical documentation skills

Excellent communication and analytical skills

Ability to take the initiative and work independently

Ability to quickly understand an agency's business
processes and to turn the processes into business requirements

Microsoft Office 2007, Microsoft Visio 2007 and
Microsoft Project

Job Description

At a minimum, the Business Analyst will be required to:

- Interview various subject matter experts (SME's) within the Division of Professional Licensure to understand the current system and to build a wish-list of features that would be desirable in the new system

- Interview various subject matter experts (SME's) within other Commonwealth of MA agencies to understand their current licensing system and to build a wish-list of features that would be desirable in the new system if they were to utilize the system

- Extensively research potential solutions that may be available to include interviewing/polling other municipal/state/federal licensing agencies regarding their licensing vendors and practices, licensing associations (e.g. CLEAR), and potential vendors

- Contribute to the development of a System Requirements Document

- Contribute to the development of a Request for Information (RFI) and a Request for Response (RFR) for the new system using mandated forms and processes

- Assist in the evaluation, elimination, selection and engagement of prospective bidders from the RFQ process

- Assist in the development of an implementation and transition plan for the project

- Maintain and submit clear and concise activity/progress/time recording reports to management and reporting agencies as required

- Ensure that deliverables are on time, within budget and to the satisfaction of the Division and reporting agencies

- Provide clear and complete documentation as required

- Ensure that communications are constant and clear
